Instructions:

  1. Preheat the Oven: Preheat your oven to 350°F (175°C) and line a 12-cup muffin tin with paper liners.
  2. Make the Chocolate Batter: In a large bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt. Add the water, oil, vinegar, and vanilla extract. Stir until the batter is smooth and well combined. Set aside.
  3. Prepare the Cream Cheese Filling: In another bowl, beat the cream cheese, sugar, egg, and vanilla extract until smooth. Stir in the mini chocolate chips.
  4. Assemble the Cupcakes: Fill each muffin liner about halfway with the chocolate batter. Spoon 1-2 tablespoons of the cream cheese mixture on top of the batter in each cup.
